ULISES
MONTOYA ALBERTI, Lawyer, Economist, Doctor in Law,
with studies in the Universidad Nacional Mayor de San Marcos
(UNMSM). He has a wide experience in international financial
and banking activities since he has been for several years Executive
Director of the General Bureau of Public Credit of the Ministry
of Economy and Finance and Central Manager of International
Negotiations of Banco de la Nación. Due to his positions,
he has managed to take an active part in the negotiation, approval
and execution of agreements on foreign loans granted to the
Peruvian State and its Companies by banking entities, suppliers,
governments and international organizations.
Likewise,
he has a wide experience in commercial arbitration and performs
this activity as a member of the Executive Council and the
Executive Committee of the Comisión Interamericana
de Arbitraje Comercial (CIAC) in Washington DC, and as Vice-President
of the Centro de Arbitraje y Conciliación Comercial
(CEARCO-PERU). Likewise, he is a member of panels of arbitrators
of various arbitration institutions. He is main professor
of the School of Law of the UNMSA where he gives courses of
Commercial Law and Financial Law and is a professor of the
Universidad de Lima, where he teaches the course of Arbitration
Law. He has published, among others, the following books:
"El Derecho Económico", "La Inflación
y el Derecho", "El Arbitraje Comercial", "Legislación
Comercial y Bursátil". He has received national
and international prizes and awards for such books. He is
an Adviser and Major Member of the International Bar Association.

DANTE MENDOZA ANTONIOLI,
lawyer graduated from the Pontificia Universidad Católica
del Perú, with Master’s studies in International
Economic Law in the same University, Doctor in Competition Law
by the Postgraduate School of Public Administration of the Federal
Republic of Germany. He has been a professor of the School of
Law and Political Sciences of the Universidad de Lima. Vice-President
of the Asociación Peruana de Derecho de Comercio Internacional.
Secretary of the Free Competition Commission of the Instituto
Nacional de Defensa de la Competencia y de Protección
de la Propiedad Intelectual – INDECOPI.

SALAZAR MENDOZA,
lawyer graduated from the Universidad de Lima. Specialized in
internal taxation. He studied Integral Accounting at the Instituto
Peruano de Administración de Empresas. He has been a
lawyer at the Estudio Delfino, Pasco, Isola, Avendaño,
Castañeda, Sociedad Civil, law firm, and Estudio Luis
H. Castañeda Ramírez & Asociados, Abogados
S.C.R.L., law firm. Likewise, he worked for the journal Informática
de Servicios Especializados, where he was in charge of the area
of reports on tax matters.

- ERWIN
K. THOMAS MONAGAS,
counsel to the firm Gimón, Troconis, Romero y Asociados.
Specialist in International Banking Law. Lawyer graduated from
the Universidad Católica Andrés Bello (Caracas),
with Master’s studies (LL.M) in International Banking
Law at the University of Boston in Boston, Massachussets. He
has taken postgraduate courses at the Universidad de Salamanca
(Spain) in Private International, Banking and Competition Law.
He has taken courses in International Financial Law in the University
of Oxford (England) and in the University of Harvard (United
States of America). He is currently making a research to prepare
his Doctor’s Thesis in Commercial Law at the Universidad
de Salamanca in Spain (“Régimen Jurídico
de la Publicidad Financiera”). He has worked as lawyer
of the Legal Counsel Office of Corporación Venezolana
del Petróleo (“CVP”), an affiliate of Petróleos
de Venezuela, S.A. (“PDVSA”), providing counsel
for the negotiation and administration of the Joint Venture
Agreements for Risk Exploration of New Areas and the Production
of Hydrocarbons under the Revenue-Sharing Plan. He has worked
at the Management of Tax and Financial Affairs of the Legal
Counsel Office of Petróleos de Venezuela, S.A. He has
worked as Legal Consultant and Secretary of the Shareholders’
Meeting and the Board of Directors of Banco Interamericano de
Ahorro y Préstamo (“BIAPE”). Responsible
for the financing of Petróleos de Venezuela, S.A. for
more than five years, providing counsel to said company on the
medium- and short-term financing plans with the international
and local banking and Export Credit Agencies, such as the Export-Import
Bank of the United States of America (“Eximbank”),
and the Japan Bank for International Cooperation (“JBIC”).
He has worked in syndicated loans to attract funds for the execution
of oil and gas projects. He has been an internal lawyer in the
negotiation and preparation of agreements related to the financing
of the Cerro Negro, Hamaca and Sincor Projects. He took part
as internal lawyer in the incorporation and issue of debts in
the capital markets of PDVSA Finance, Ltd. He has been a speaker
in various seminars on financing plans for the development of
oil and gas projects, electronic banking and electronic transfers.
He is a full-fledged member of the Inter-American Bar Association
in Washington, DC. He has written several articles on financing
